Joseph Beaulieu is the Founder and Principal Consultant at Blue Assurance Cyber Group, leading incident response readiness and cybersecurity efforts for government and regulated organizations. With more than 20 years of experience, Joseph works closely with state and local agencies to strengthen cyber resilience, manage business risk, and respond effectively to security incidents.
He frequently serves as a virtual Chief Information Security Officer, advising executive leadership on governance, modernization, and operational resiliency. Joseph leads complex incident response readiness implementation strategies and cybersecurity efforts across public sector, infrastructure, healthcare, and regulated environments.
During his time at the DoD, he implemented cybersecurity frameworks across global operations. He is a frequent speaker to government agencies on cyber risk, incident response, and emerging threats.
Joseph holds a Master's in Cybersecurity from Villanova University and a Bachelor's in Electrical Engineering, and is a Certified Ethical Hacker, along with numerous industry certifications.
